North Korean leader holds talks in Moscow
Russia and North Korea have signed a joint declaration, describing Pyongyang's missile program as non-threatening to those countries which respect North Korea's sovereignty.
The declaration was signed in Moscow during talks between North Korean leader Kim Jong Il and Russian President Vladimir Putin.
Mr Kim has also confirmed that North Korea will observe a moratorium on the launching of ballistic missiles until 2003.
The two leaders have also restated their support for keeping the 1972 anti-ballistic missile treaty which they say is a cornerstone of strategic stability.
Washington is trying to persuade Russia to scrap or rewrite the treaty so it can continue tests for its missile defence shield aimed at protecting America from states such as North Korea.
