The United Nations Secretary General, Kofi Annan, at the start of his week long tour of South Asia has called on Pakistan and India to take constructive steps to improve relations.

Speaking on his arrival in the Pakistani capital, Islamabad, the Secretary General urged both countries which are nuclear powers, to sign the comprehensive test ban treaty.

I would like to encourage progress in the relations between Pakistan and India. So important for the peoples of both countries who have so much in common. I call upon both countries to return to the spirit of Lahore declaration. This will require restraint, wisdom and constructive steps from both sides.
