India announces reform of scandal hit military
The Indian government is trying to develop a new command structure in the armed forces in a bid to end corruption and to ensure control over its nuclear arsenal.
The chief of defence staff will now report directly to the defence minister and also serve as key adviser on military issues to the Indian government.
Military analysts say the new post is partially aimed at solidifying the command-and-control structure of the country's infant nuclear capability.
The new Defence Minister Jaswant Singh also directed the army to create a new inspector general post to instill order among the ranks and streamline logistics.
The moves follow an expose earlier this month by an Internet website showing senior politicians, bureaucrats and army officials apparently taking bribes from journalists posing as arms dealers.
Former defence minister George Fernandes was forced to resign two days later, and was replaced by Singh, who is also foreign minister and a former army officer.
