Falungong takes legal action against Hubei official
China's outlawed Falungong spiritual movement says it has filed a civil suit in the American city of New York against the visiting Public Security Chief of China's Hubei province .
Zhao Zhifei was served the suit in person by a Falungong practitioner, it alleges that he has been involved in torture, murder and crimes against humanity.
A Falungong spokesman says Zhao is the second-in-command of the "610" office for Hubei Province, a unit set up by the central government to supress the organisation.
Zhao is being targeted under the Torture Victim Protection Act and the Alien Tort Claims Act and the case was filed in the US District Court for the southern district of New York.
The legislation allows American jurisdiction over acts of torture committed outside the country.
A lawsuit can only proceed, however, if defendants are served with legal papers while in the United States. The group spokesman says more than 10,000 members have been sent to "reeducation through labour" camps since the Chinese government banned Falungong as an "evil cult" in July 1999.
