North Korea names expert on US affairs as envoy to UN
North Korea has appointed an expert on American affairs as its new ambassador to the United Nations.
The AFP news agency says Pak Kil-Yon, a vice foreign minister, replaces Li Hyong-Chol whose four-year term has expired.
The change sparked speculation in Seoul that North Korea will step up efforts to improve relations with the United States.
US-North Korean ties have been tense since US President George W. Bush took office in January and suspended dialogue amid a review of US policy toward Pyongyang.
In June Mr Bush offered to resume talks, urging the North to reduce conventional forces and halt the spread of weapons of mass destruction, but the North has yet to respond.
