Anti-whalers counteract Japan's influence in Whaling Commission The Japanese plan to introduce secret ballots at the International Whaling Commission has been defeated. Japan wants to win a return to full commerical whaling but so far that ambition has been dealt a number of blows. First Japan's pro-whaling ally, Iceland, failed in its bid to rejoin the Commission. Then Japan's plan to introduce secret ballots for commission votes was defeated. Japan had argued the proposal would shield small countries from undue pressure, but nations such as Australia say it would have reduced transparency.
