Cambodian rights group probed for fraud, intimidation: report
The Cambodian Institute for Human Rights is reportedly being audited by PriceWaterhouseCoopers following allegations of fraud made by donor countries.
The Phnom Penh Post also says staff from the group have alleged that people have been intimidated to stop them speaking out about the abuses. Donors from Canada, the European Union, Japan and the United States were confronted by initial accusations at a meeting in January which were directed against the CIHR, headed by Kassie Neou.
He is also vice chairman of the National Election Committee.
The Post says Kassie Neou used an "off-budget" account also known as a "social account" without donor knowledge.
Kassie Neou told the Post the cash was used to cover staff expenses, including medical costs, and to make staff loans, and that while donors were unaware of the account it had been handled properly.
