Top Vietnam policeman opposes death penalty
One of Vietnam's most senior police officers has spoken out against the death penalty, saying statistics show it does nothing to cut crime.
Vietnam's official media quotes Major General Pham Chuyen as saying he agrees with the view that it is necessary to have punishments less severe than the death penalty.
He says capital punishment does not cause crime to drop, nor scare people and corruption cases should be dealt by the use of fines.
His comments came amid a debate in Vietnam's National Assembly about legal reform, including court procedures and punishments.
