Cambodia's Hun Sen expresses doubt over UN involvement in tribunal
Cambodian Prime Minister, Hun Sen, expressed doubt over whether the United Nations truly wants to participate in a proposed tribunal aimed at bringing former Khmer Rouge leaders to justice for past atrocities. Hun Sen was reacting to a letter sent to Cambodia last month by U.N. legal counsel, Hans Corell, seeking clarification on certain points for the proposed trial, including the roles of foreign judges and a foreign prosecutor, before it signs off on a joint tribunal. He said the U.N. appears to want to conclude a memorandum of understanding with Cambodia that would carry more weight than a law on establishing the tribunal that has already been passed by the National Assembly and the Senate. Hun Sen, meanwhile, says that if the U.N. can not engage in the trial, his government will go ahead with a trial on its own. Former Khmer Rouge leaders have been blamed for the deaths of at least 1.7 million people during their 1975-1979 rule.
