People-smuggling conference underway in Bali

Speakers at the world's first international conference on people-smuggling have called for an attack on the root causes of illegal migration -- poverty, joblessness, poor education and conflict in home countries.

Delegates say developed nations should address the reasons why migrants seeking a better life entrust their lives to people-smuggling gangs and should open more channels for legal labour migration.

Japan's senior vice-foreign minister, Seiken Sugiura says the problem of poverty and economic disparities in developing countries is a key factor in illegal movements.

He says the international community must increase job opportunities and incomes, improve education and health and help tackle conflicts in home countries.

Ministers and top officials from 37 Middle East and Asia-Pacific countries are meeting on Indonesia's Bali island for two days of talks.
