US trade representative criticises Japan's steel trade
America's Trade Representative, Robert Zoellick, has criticised Japan's steel trade practices, while defending a U-S move to impose safeguard tariffs on cheap steel imports.
During a visit to Japan, Mr Zoellick says Tokyo's record on steel has been deeply disappointing.
He says the basic strategy of Japanese steel is to shelter the domestic market through anti-competitive practices and then try to sell low-cost steel in external markets.
Mr Zoellick says this approach won't work in the 21st century.
Last month, America's President George W-Bush announced moves to impose tariffs covering all steel imports except those from countries such as Canada and Mexico, which have free trade agreements with the United States.
The U-S measures will cause potential losses to Japanese steelmakers of 340-million dollars.
